Dr. Couch has a B.A., M.A., and Ed.D from Furman University along with certifications in Administration from Furman University, the University of Georgia and the University of St. Louis.

Background

Dr. Couch has served in various roles in education for over 30 years. His earliest experiences were as an adjunct professor for Southern Wesleyan and Furman University teaching in both undergraduate and graduate programs in Education and Educational Leadership. Dr. Couch then served as the Director of Career and Technical Education (CATE) for the SC Department of Education for 13 years when under his leadership in 2010, South Carolina led the nation in its on-time graduation rate of 99 percent for CATE students. In 2011, he became the Director of the Center for Advanced Technical Studies for Lexington and Richland School District Five. He served as President of the non-profit company Educational Insight Leadership Group, LLC that was responsible for overseeing incubator projects for the Center for Advanced Technical Studies. He has been a member of the SC Education Oversight Committee since 2015, and he has served as the chair of the EIA subcommittee responsible for proposing items that impact statewide education and funding.

Responsibilities:

As Executive Director, Dr. Couch provides direction and supervision to program employees. He consults and coordinates with the 3 school districts and in conjunction with the State Department of Education agencies to meet the needs of students and ensure compliance of federal, state, and local regulations. He also develops and implements standards, policies and procedures related to career and technical education as well as short and long-range goals for the campus. Dr. Couch coordinates with local agencies, parents and school personnel to resolve problems and secure needed resources and services. He supervises and conducts personnel administration duties for staff, including hiring, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave. He assists in the preparation of budgets for the programs, coordinates with other departments or agencies to ensure maximum services, and monitors expenditures of approved budgets.
